Do chance-based sports like betting, gambling have any luck of being legalized in 2021?

 

With stress on most sectors increasing due to the COVID-19 pandemic, governments across the world are looking to bolster revenue sources for pandemic relief.

Imagine winning a fortune after betting online in a horse race, and then going to a casino to try your luck at gambling. No, we aren't talking about Las Vegas. This may soon be true in India if this year's move by the Karnataka government to allow online horse race betting is followed by other states and the central government. On July 2, Bangalore Turf Club was allowed to conduct online betting as per existing rules, which came as a shot in the arm for the horse racing industry struggling with high taxes at present. 

Jaydeep Chakravartty, Vice President of Global Gaming Solutions Provider Markor Technologies (Gibraltar), feels that Karnataka's decision is welcome not only from the point of view of revenue generation but is a step towards gaming regulation which will promote responsible gaming by protecting players. He also pointed to Fantasy Cricket Betting which has seen tremendous growth in the past few years with Dream11 being the leading sponsor of IPL in 2020.

Horse racing is a legal sport as per law, as it was classified as a "skill-based" sport by the Supreme Court of India in 1996, while Rummy was held as a game of skill back in 1969. But luck or chance-based sports like betting and gambling remain prohibited under the Public Gambling Act, 1867, and can't be allowed till this law is amended or a new law is framed. Though some states like Goa and Sikkim allow gambling, there are restrictions on local residents from participating. Online gambling and betting fall within the domain of telecommunications, and the Information Technology Act doesn't clarify on their legality in as many words. In absence of any legal protection, Indian players who participate in online gambling on different games remain susceptible to scam websites.

Couple wanting to give ‘best gift’ to son on birthday gets duped of Rs 10,000 by fraudster on Facebook

 Bengaluru: A Bengaluru couple ended up losing Rs 10,001 to a fraudster while trying to purchase a birthday gift for their only son. As dog lovers, Abhinandan Shenoy, 43, and his wife Sushma Shenoy, 35, decided to gift a male Beagle puppy to their son on his birthday, thinking that it would be the “best gift” for him.

The couple relied on social media platforms to look for dog sellers. They found a Facebook group named ‘Banglore Purchase and Sale of Dog’. Abhinandan, on Wednesday, wrote in the group that they needed a Beagle puppy under Rs 20,000. Several people responded to their query, Sushma said.

On Thursday morning, Sushma received a call from a Kannada-speaking man who introduced himself as Thimmanna. They easily trusted Thimmanna as they are also Kannadigas. He told them that he has a 53-day-old Beagle puppy and would give it for Rs 22,000. The man also sent images and videos of the puppy to them. The couple agreed to buy the puppy as their son liked it in the pictures, according to a report by Banglore Mirror.

Man asks couple to make online payment

Thimmanna asked the couple to transfer half of the money before the delivery of the puppy to their residence in the city’s Kadugodi locality. He shared details of a bank account, following which the couple transferred Rs 10,001 to it. Thereafter, Thimmanna went incommunicado.

The couple dialled Thimmanna’s mobile number several times but in vain. They also messaged him on WhatsApp and on his social media accounts but got no response from him. He answered their call when they dialled his number from another number. The couple told him that they would file a complaint against him. Despite that, he refused to return the money.
